SAN JOSE, Calif. — On Monday, November 10, 2025, the U.S. District Court for the Northern District of California in San Jose will hold a crucial hearing in a lawsuit challenging the Trump administration’s policy of arresting immigrants at courthouses and the practice of detaining individuals overnight in unsafe, ill-equipped short-term holding cells. The court will consider whether to certify the case as a class action and will hear arguments on a motion challenging the Trump Administration’s use of short-term holding cells for prolonged detention as well as the unconstitutional conditions in ICE’s San Francisco holding cells. 

The motion, filed on October 10, 2025, targets ICE’s decision in June to waive its own 12-hour limit on detention in temporary “hold rooms,” including at ICE’s San Francisco Field Office. The motion also seeks to end the inhumane conditions at ICE’s San Francisco Field Office at 630 Sansome Street, where detainees are held for up to 72 hours in facilities designed only for brief stays, suffering sleep deprivation, medical neglect, and unsanitary conditions that violate the Fifth Amendment’s Due Process Clause.
